How do you pick targets to pillage Question In the past (when not at war)I have mostly targeted inactives and people who have previously attacked me.

spying, repeatedely. i usually do random pillaging aswell. but i needed afew good hits for the GRs this week.

lv15/20 is usually sufficient, since anyone can make 3/4 lv32 and spam you with spies anyway, so it doesnt really help. after i get my 9th town i will degrade all my hideouts execpt 2. those 2 i will make lv32 and will use them for offensive spying only. after 9towns it really doesnt matter, since warehouses will occaisionally overflow anyway.
